Job Title and Description:
Circuit Design Engineer
Summary
The individual will be responsible for preparing the layouts, designs and provisioning for Hawaiian Telcom circuits. The individual will interact with many groups including Wholesale and Retail Sales, Engineering, and Field Operations.
This individual is responsible for taking complete ownership of all aspects of circuit design to ensure accuracy, availability and efficient utilization of network and resources. The individual must display a balanced approach between day to day operations, managing work queues, managing projects, understanding the needs of internal and external customers, handling multiple escalations and priorities and understanding the team’s role in the company.
Essential Duties and Responsibilities
1 (65%) Create circuit designs for special services circuits in Assignment Activation and Inventory Services - Design Services (AAIS-DS) and any other inventory repositories using any of the following technologies:
- DWDM, SONET, SDH and TDM
- ATM, MPLS and Ethernet
- Traditional and soft switched networks
2 (20%)Design network circuits for current and new projects using any of the following technologies:
- DWDM, SONET, SDH and TDM
- ATM, MPLS and Ethernet
- Traditional and soft switched networks.
3 (5%) Perform network equipment investigations and identify and resolve problems to ensure proper installation.
4 (9%) Responsible for writing internal and external documents and publications that describe new circuit architectures and designs for current and next gen products.
5 (1%) Order plug-in cards via eProcurement as required.

Qualifications
A. Education:
- Bachelor’s degree from four-year accredited college or university; or three years circuit design experience and/or training; or equivalent combination of education and experience. A focus in Engineering, Business Administration, or Computer Science is desirable.
B. Work Experience/Certification:
- Minimum of four years work experience in operations, engineering, or provisioning or combination of these.
- Two years Project management experience desired.
- Circuit design experience in the telecommunications industry highly desired.
- Working knowledge on performing network investigations helpful.
- Working knowledge in a variety of operational concepts, practices and procedures.
- Demonstrated work experience in a regulated environment.
C. Computer Skills:
- AAIS-DS or TBS v3.0 or higher
- AAIS-NB
- TIBCO
- Neustar
- NCMS
- Netsmart 1500
- ASOG Guidelines
- Granite Xng
- Well-versed in the use of all MS Office Professional applications
- Experience in telecommunications applications and languages.
D. Technical Skills:
- Special Services circuit design best practices
- Network design best practices
Work Conditions
- Daytime tour of duty; occasional scheduled night and weekend work.
- Subject to overtime and callout.
- Work may be performed in an enclosed area lacking windows
- May require late hours and weekends to complete assignments and projects.
- Indoor work - exposed to indoor conditions, dust, noise, dirt, heat, various lighting conditions, etc.

Physical Requirements
- Work may be performed a various locations under varying conditions.
- Physically able to safely operate a motor vehicle
- Able to travel to the Mainland and Neighbor Islands for emergency/disaster/outage conditions, meetings, conferences, extended training and project support.
- Requires standing, sitting, lifting/carrying supplies and training materials up to 40 lbs, and reading paper documentation and electronic communications.
- May require traveling to various locations and company branches and departments throughout the State of Hawaii in a timely manner so must possess a valid Hawaii State Driver’s License.
- Required to meet multiple priorities and project due dates. May require late hours and weekends to complete assignments and projects.
