Joint Institute for Marine and Atmospheric Research. Regular, Full-Time, RCUH Non-Civil Service position with the School of Ocean and Earth Science and Technology (SOEST), Joint Institute for Marine and Atmospheric Research (JIMAR), located at the National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MINIMUM MONTHLY SALARY: $2,868/Mon.
DUTIES: Primarily programs fisheries applications to collect data; creates data summaries and reports; performs data entry and data validation; coordinates with data sources to correct data problems; creates new and maintains existing databases; creates and maintains documentation pertaining to software and data processing. Uses established programming standards to develop and modify new and existing software applications; fully responsible for the technical programming aspects of developing software which runs in a Windows environment. Studies and analyzes data and writes programs to integrate collected data, creates data summaries and reports; performs data checks, data edits, reformats, and transfers data between systems.
PRIMARY QUALIFICATIONS: EDUCATION/TRAINING: Bachelor’s Degree from an accredited four (4) year college or university with major coursework in Computer Science or Electrical Engineering. (Undergraduates with Senior standing in Computer Science or Electrical Engineering, with at least two (2) years of experience programming in object-oriented (e.g. C#, C++, VB, VBScript, PHP, Java, Perl, Python) and/or data-oriented languages (e.g. SQL, PLSQL, Visual FoxPro,) and at least one (1) year of experience working with relational databases may substitute for the Bachelor’s Degree). EXPERIENCE: One to three (1-3) years of experience in system design and programming in object-oriented languages (e.g. C#, C++, VB, VBScript, PHP, Java, Perl, Python) and/or data-oriented languages (e.g. SQL, PLSQL, Visual FoxPro). One to three (1-3) years of experience working with relational databases (e.g. MySQL, Oracle, Visual FoxPro, Access). ABIL/KNOW/SKILLS: Working knowledge of data processing procedures and methods used in data management and computer programming, (e.g. data handling, storage, processing, documentation). Knowledge of methods and techniques to perform data processing tasks in a variety of situations, especially using complex relational database models; programming experience in Windows and one (1) or more computer programming languages suitable for data management purposes. Understanding of the software development cycle. Strong working knowledge of the use of personal computers and peripheral equipment. Must be able to meet and maintain the United States Department of Commerce (DOC) and National Oceanic and Atmospheric Administration (NOAA) security requirements to access work location. Must be a US Citizen or Permanent Resident Alien. Ability to take on new tasks and perform work that meets project requirements. Ability to adapt and learn new software and hardware technologies to improve existing application systems. Ability to prepare clear, detailed, and complete system design and data processing documentation. Ability to communicate clearly and effectively both orally and in writing. Ability to work well with others as a team, especially with programmers and managers in developing new applications and with end users to obtain specification requirements. Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to meet and maintain US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) security requirements for working in a federal facility, which includes being fingerprinted and having a federal background check performed prior to date of hire and maintained throughout duration of employment. PHYSICAL/MEDICAL REQUIREMENTS: Ability tolift and carry computer supplies and peripheral hardware. Ability to travel onboard commercial airplanes. SECONDARY QUALIFICATIONS: Experience programming data-oriented and/or object-oriented programming languages. Working knowledge of statistics, software development life cycle, relational database management, SQL commands, Windows operating systems, Microsoft Office automation technology, and internet technology.
